he said, but did he even realize that in other countries, Arsal was treated as a ‘final weapon,’ and that ‘they didn't attack because I was keeping them in check’?

Well, even if the kingdom gets attacked by all the surrounding nations after I’m gone and gets destroyed, it's none of my business.
Even if they beg him to “come back” later, he wouldn't care anymore.
