The story begins with the protagonist, Albert Brondain, a male knight, being held captive by a group of muscular, green-skinned female orcs. In this world, societal norms are reversed, with women being the dominant and aggressive gender, and creatures like orcs and goblins only existing as females. The orcs are threatening a young cat-eared girl, who Albert had hired as a guide, demanding he utter a specific phrase. Despite his reluctance and fear, Albert is forced to comply, leading to the orcs' amusement and further demands. He is saved by the timely arrival of his subordinate knights, who easily defeat the orcs.
Following this ordeal, Albert is summoned before the Queen of the Galea Kingdom. He is praised for his successful mission in clearing out the orcs and is offered a promotion to Baroness and appointed as the governor of a frontier district. This proposal is met with strong opposition from a conservative noblewoman, the Duchess Olean, who views the ennoblement of a commoner, especially a male, as unprecedented and insulting. However, the Prime Minister, Adelaide Castanier, a beautiful and alluring woman, supports Albert's promotion, albeit with a suggestive gaze that makes Albert uneasy. The Queen ultimately sides with Albert, granting him the promotion and the governorship. Duchess Olean, seemingly accepting the decision, subtly suggests Albert's new territory be the remote region of Riesben, a suggestion the Queen reluctantly agrees to.
After the ceremony, Albert encounters Prime Minister Adelaide again. She makes overtly flirtatious advances, touching him inappropriately and reminding him of his significant debt to her, incurred for equipping his troops. Albert, a virgin and wary of being used and discarded, tries to fend her off while acknowledging his precarious financial situation. Adelaide, despite her advances, agrees to provide him with a substantial sum of money to prepare for his new post, further deepening his debt.
Albert then departs for Riesben with his loyal subordinate knights, who are all female dragonoids. During their journey, his second-in-command, Sonia, expresses her distrust of Adelaide and her mother, a powerful noblewoman who has also offered her support. Albert acknowledges the need for a balanced approach, utilizing both their connections while remaining cautious.
Upon arriving at Riesben's central city, Carrera, Albert is met by the former governor, Ernestine Fiquet, a seemingly cheerful and overly enthusiastic female knight. However, her demeanor is unsettling, and Sonia suspects a hidden agenda. The next morning, Albert discovers that Ernestine and all the local administrative officials have vanished, along with all the horses, including his own and those of his troops. Crucially, administrative documents have been burned, leaving Albert with no handover and a town in administrative chaos. Albert realizes this was a pre-planned move by Duchess Olean to sabotage him. Despite the setback and the lack of information, Albert resolves to restore order and, with the financial backing from Adelaide, decides to hire mercenaries to bolster his forces.
